On April 9, 2026, the "Seminar on Bonded Maintenance and Remanufacturing" was successfully held in Chengmai County, Hainan Province. The seminar was hosted by the China Resources Recycling Association (CRRA), organized by the Remanufacturing Branch of the CRRA, and co-organized by Hainan Longpan Oilfield Technology Co., Ltd. (hereinafter referred to as "Hainan Longpan"). The seminar brought together over 80 authoritative industry experts, corporate representatives, and policy researchers. Participants engaged in in-depth discussions on core issues such as policy innovation, industrial practice, and standard regulations in bonded maintenance and remanufacturing, injecting new momentum into the development of the green circular economy following the Hainan FTP's customs closure.

01 Focusing on Chengmai: Hosted by a National Authority

This seminar was led and organized by the China Resources Recycling Association. As a national-level organization in the field of resource recycling and remanufacturing in China, the CRRA has long been committed to promoting policy improvement, standard construction, and international cooperation for the remanufacturing industry.


The choice of Chengmai, Hainan, as the venue reflects the institutional integration advantages of the Hainan FTP in areas such as bonded maintenance policy breakthroughs, cross-border data flow, and the opening of air traffic rights. It also acknowledges the valuable practical experience accumulated by Hainan Longpan in pilot bonded maintenance projects outside special customs supervision areas.


During the meeting, Luo Jianfu, President of the Remanufacturing Branch of the CRRA, and Wang Xueting, Director of the Industry Development Department, provided detailed introductions to the seminar's objectives and the current status and trends of China's remanufacturing industry. Meanwhile, Wang Yihui, Business Manager of Hainan Longpan, gave an in-depth interpretation of the core policies regarding the remanufacturing industry in the Hainan FTP, providing professional support and fostering a collision of ideas.

02 Corporate Practice: Chairman Xu Xinjing Shares Longpan’s Experience

As the first pilot enterprise in Hainan for bonded maintenance outside special customs supervision areas, Hainan Longpan provided comprehensive industrial support and field inspection scenarios for this seminar. Chairman Xu Xinjing shared a specialized report on the company's practices in bonded maintenance and remanufacturing.


Chairman Xu reviewed Longpan’s exploratory journey since being approved as the first pilot. He detailed the standardized operation system and compliance management mechanism established during the project’s implementation across four dimensions: qualification application, regulatory docking, technical breakthroughs, and process re-engineering. Xu stated that Hainan Longpan will continue to leverage its proximity to Macun Port to build a "Heart of High-end Equipment Maintenance" serving the South China Sea and the global market.

03 Standard Dissemination: Experts Interpret Core Standards

Standards lead the way for regulated development. A key agenda item was the dissemination of two core standards by Senior Researcher Zhou Bingyan from the Chinese Academy of Environmental Sciences:


  • "General Rules for Identifying Solid Waste" (GB34330-2025): Researcher Zhou focused on the boundary between remanufactured products and solid waste in the new national standard, emphasizing that accurate identification is crucial for compliance and enjoying bonded policies.


  • "Auto Parts for Import Remanufacturing" (T/CRRA0811-2024): This standard clarifies technical requirements and quality assurance for imported parts. Zhou explained its practical application in customs declaration and quality traceability using typical cases.

04 Field Inspection: Visiting Hainan Longpan Industrial Park

In the afternoon, guests visited the Hainan Longpan Industrial Park to inspect:


  • Bonded Maintenance & Remanufacturing Workshop: Demonstrating a green and traceable maintenance process under strict customs supervision.


  • Deep-water Testing Center: Showcasing core capabilities in deep-sea oil and gas equipment maintenance.


  • Intelligent Logistics: Highlighting the ability to respond rapidly to global spare parts needs via the proximity to Macun Port.

The success of this seminar signals that Chengmai, Hainan, is becoming a significant pole for China’s bonded maintenance and remanufacturing industry.
